Election Law Enforcement: Government of Mexico

The Mexican government’s Federal Electoral Institute (Instituto Federal Electoral or IFE) is installing 219 Observer systems at its offices in 150 cities throughout Mexico. By monitoring 2,376 television and radio broadcasts, the installation will act as a media monitoring tool to ensure that political candidates comply with recently enacted Mexican election laws.

IFE chose the Observer because of its advanced functionality and Volicon’s ability to meet the IFE’s tight deadline to be operational before March 2009, in advance of the next legislative elections. Without an automated digital monitoring system of the caliber of the Observer, it would have been impossible for IFE to track the hundreds of candidates who will be running thousands of commercials all over the country.

Each of the 219 Observer systems is equipped with Volicon’s Content Matching module, which detects a segment’s unique audio “fingerprint” to enable operators to flag and access a specific advertisement when it appears in a broadcast. Candidates for the upcoming legislative elections will be required to submit pre-recorded audio segments from each of their commercials, which the system will then convert to an audio fingerprint and store. Whenever the commercial appears in a broadcast, the Observer will automatically issue a “content matched” alert with a link that gives the operator immediate access to the video clip in which the segment occurred. The Observer will also generate reports that detail when each commercial runs, how often, and on which stations. Operators will be able to view the reports, as well as the flagged video clips, from any computer in the network via the Observer’s browser interface.
